a manhunt continues now for at least one other alleged gunman involved in the shooting of a canadian soldier just outside a war memorial nearby. hi, everyone. i'm gretchen carlson. breaking news today on the real story. ottawa police now tweeting that a member of the canadian forces has died of his wounds. here's a look at the terrifying scene that happened inside parliament after that officer was shot. the gunman apparently went to parliament and here's videotape from inside as shots rang out. >> can you hear the shots there. chaos and panic ensuing. we now know an eyewitness describing one of what may be many possible shooters. >> there's a rifle. like a long barrelled rifle. long -- i mean, again, i don't know what i'm supposed to say or not to say. >> this man dressed in uniform. >> he was dressed in had civilian clothes with a hoody and like an -- and a bandana. >> apparently one other witness said that that soldier who was shot there who is now dead, as can you see on the screen there, the body there dropped to the ground. the shooter raised his arm in triumph holding the rifle. ottawa police trying to track down these mrult reply suspects in what appear to be coordinated

attacks laura engel live now nooshg city newsroom. >> you've been following this. what do you have now? >> hi, gretchen. well, canada's employment minister, as you mentioned, tweeted out his cob dole enss to the soldier's family. that was our confirmation that the soldier had passed away. eyewitnesss are giving harrowing account of what unfolded yesterday. first at the national war memorial. then at parliament hill where at least one gunman described as wearing a mask of some kind started shooting. listen. >> and we heard two gunshots. we saw a bunch of people running. it was a woman with a stroller and a child. she was scream and running. i was going to go over and help her, but then we saw a man with a mask over his face. long black hair. i think he was wearing blue pants and a black jacket.

he had a double-barrel shotgun. he ran up the shied of this building here and hijacked a car at gunpoint. didn't hurt the gentleman in the car. then took off towards the back here and headed in that direction towards the construction. that was the last time i saw him. sflo canadian prime minister steven harper who was in a caucus meeting in parliament at the time of the shooting was quickly escorted out of the building. others inside started running for their lives. some barricaded themselves in side room with anything they could find, stacking chairs and tables up against the door. ottawa police have confirmed there is more one shooter. >> is there any word of a motive yet? >> we're all looking into it right now. we don't have a motive. according to a fox news counterterrorism source, there is an increase in isis chatter targeting canada in the last five days leading up to today's attack earlier this week. a canadian soldier was shot and another injured in a hit-and-run, and quebec by a canadian convert to islam who according to authorities may have been radicalized and yesterday canadian authorities raised the terror threat level

from low to moderate. media reports are more than 130 canadians currently abroad in several different countries, including iraq and syria where they are involved in extremist activity. gretchen. tloo laura, thank you so much. the sergeant at arms at cabbeda's house of commons being hailed a hero for his quick-thinking and all of this chaos that happened earlier today. according to several eyewitnesss, sergeant at arms kevin vickers was the one who shot the alleged gunman who opened fire inside the halls of parliament earlier today. a little background on vickers. he has 29 years of experience with the royal canadian mounted police and provides security for several vick every visiting dignitaries including members of the royal family. we do want to tell you as well that we are waiting now for that press conference by the mounted police in canada. we will bring that to you as soon as it happens. we're still awaiting it. nobody there yet. as we mentioned, canada had just raised its terror threat level from media to low after a man tossed have jihadist sympathies ran over two canadian soldiers

killing one just the other day. our fbi is helping in the investigation now and is raising its alert posture. for more on what that means and the possibility of any terror connections, foreign or domestic for canada, let's go to ryan morrow, security analyst at the clarion project. >> let's start with the fbi. raising whatever their lingo is to alert posture. what does that mean? >> basically what it means is just be ready because you have isis leadership that could carry out an attack anywhere, everywhere. if you see an opportunity, just take it. it was called individual jihad, and that means if you have the means to carry out an attack on yourself, don't talk to anyone. don't try and link up with a group. just go ahead and do it. it's a responsible measure in anticipation of how isis operates. >> counterterrorism source tells fox news that there was a spike in isis-related chatter targeting canada in the five days leading up to the incident

today. >> that killed a canadian soldier and injured another one. we know that isis has issued odd wroe tapes saying to supporters in canada, carry out attacks. there have been many times also where chatter has spiked because of a development in the news. that gets them all talking. it doesn't always lead to an attack. we don't fn the latest shooting is necessarily isis or radical islamic in nature, but there are circumstances that would point a little into that direction. >> it was interesting yesterday when we covered that story about the two soldiers in canada being run down by a so-called jihady terror that right away you had the authority in canada a minister at a top level saying, yeah, this was terrorism. quite different than what we hear in the united states when you consider fort hood many years later still not calling that a terrorist attack.

>> it was characterized by workplace violence. you go to his facebook page, and you see that he was basically praising an isis commander. >> what is this doing to the united states terror threat level? it's my understanding it hasn't been changed for some time. in fact, the system changed a couple of years ago, and there has never been an update to that system. does united states now react to what appears to be a worldwide crisis involving canada? >> definitely. i think that the problem that counterterrorism officials face is they'll get these generic threats, these generic incityingations for violence, but is that enough to raise the? you don't have specific intelligence about an active plot. unfortunately, a lot of the time that intelligence doesn't happen until an attack is already in motion or is already taking place. it's a very difficult job for

counterterrorism personnel to figure out when do we issue out an alert or harm the economy and get people scared? what justifies that? >> we continue to await this press conference that's going to get underway with the mounted police in canada. one other question, ryan, and that is could it be because canada decided to join in the air strikes against isis just about a week ago? could this be retaliation for that? >> well, isis has said they're going to retaliate for that, and this could certainly be that. it would fit the profile. we don't have hard evidence at this point, but i would expect more incidents like this to come in the future because isis terrorists, the most glorious thing for them is to carry out an attack particularly on western soldiers, and with this latest apparent attack or at least the confirmed attack, the hit-and-run jihad attack, that's going to inspire other isis terrorists who stay look at the glory he got. i want to follow in those foot steps. >> ryan morrow, a terrorism analyst and expert. stand by, if you will. thank you so much. >> keep in mind, yesterday on

this show we told you about that other incident in canada where two canadian soldiers were attack the near quebec when a suspect ran down the two soldiers at a shopping center with his vehicle in an apparent act of terrorism. >> what else do you? >> you have to keep in mind that attack happened one month after isis urged its followers to killed canadians saying run they will over with your cars. police have actually had contact with that suspect for the past four months. they began having contact when they saw him posting these islamist rants on his facebook page. he started calling himself rakmad rulo, and he said he wanted to go to syria to fight with isis. they arrested him in july after he tried to leave the country. they confiscated his passport,

but they said they could not chashlg him for simply having radical thoughts. though they did try to talk him down off his obsession with islamic extremism. listen. >> we were in contact with the parents and also with the imam from the mosque that he was visiting to help to change his way of thinking, and we also use our police officers from the outreach program to help him to see that his thoughts were not the right ones. they say he gave no indications of wanting to kill. after he ran over those military men, he called 911 to claim responsibility. police say he wanted to make sure that he got credit for that. the islamic state has since declared him a martyr.

now they're tracking him within their countries who have either gone back and come back or are wanting to go over there and there is some talk now in the canadian military of not allowing military members to wear their uniforms in public. clearly, all of these still evolving in the wake of today's shooting. >> yeah, and probably one of the most important things you said is that it's difficult to charge somebody for having radical thoughts, but then if you don't, what happens next? trace, thank you so much. >> as you can see on the side of the screen right here, we are still awaiting the presser from the royal canadian mounted police on the fluid situation going on in ottawa today and the search for any other suspects. i do want to tell you that it's just crossing now. originally they thought that there was three shooting incidents. that would be at the memorial, the war memorial, at the parliament and then also at a shopping center. that apparently did not happen at the shopping center.

we're still awaiting the presser from the royal canadian mounted police, as can you see. four gentlemen have -- well, they're now sitting there, and they're going to be ready to give us the information. the assistant commissioner will apparently give us the update on the situation and the shootings today in ottawa. just to bring you up to speed as well -- well, they're starting to talk, so let's listen in. >> an investigation there will be many answer that is we will not be able to answer at this time. i first like to acknowledge the

presence of ottawa police chief charles portolo to his right, assistant commissioner gielle to his right major general christopher coat, deputy commander of joint operations command and phenyl my far right mayor of ottawa, jim watson. in terms of proceeding with the press conference we will first have a statement by ottaw!.zzx police chief harlz. >> good afternoon. at 9:52 a.m. this morning the ottawa police southwest received multiple 911 calls regarding a shooting at the war memorial. the victim is a member of cab adrian armed forces. the injuries were fatal. our thoughts and rarz are with the members, his loved ones, and

other members of the forces. his identity and age won't be confirmed at this time as we are in the process of contacting his family. what followed was another incident on parliament hill. what i can tell you is that a male suspect is now deceased. today with rcnp all vaishl available resources have been deployed to this ongoing police operation. our priority is the safety and security of our community. additional resources are on standby should they be required. all members have been taken to insure the safety and security of our residents. we are very aware of the large presence of military personnel in our community, and i want them to know that we are committed to their safety. as i said, this is an ongoing operation. we are asking members of the public to stay away from the downtown court. people in the downtown core are asked to follow these instructions of their buildings

right now in ottawa, canada, and while he is speaking french, i want to recap for you what we have learned so far. ottawa police telling people to barricade themselves inside and close their windows still, as they look for any potential suspects involved. they are also asking people to stay away from the downtown area and now he is back to english, so let's listen in. >> here in ottawa. first, our thoughts and prayers go out to the loved ones of all those affected by today's events. as can you appreciate, this is a dynamic and unfolding situation. i understand that people have many questions, and we are committed to providing some answers as soon as we are able. what i can tell you right now is that all available and necessary resources were activated and deployed immediately when we became aware of the incident. we will continue to be here for as long as they're needed.

the ottawa police service is leading investigation for all incidents, and that's taking place inside -- the these are situations that we as police officers trained for. we train our own members, and we train with other police agencies. we conduct scenario-based training to cover all kinds of -- including what we've seen in ottawa today. it's important for all canadians to be vigilant and report anything they think is suspicious to their local police so it can be assessed and follow-up. we are continually assessing and monitoring the situation as we move forward and sharing information with law enforcement and the community in order to insure we have what is necessary to do our jobs and keeping canadians safe. 613-236-1222, extension 5493. now, they are also asking if anyone has video of the suspect, again, wrerl in the broadcast we showed you that somebody did videotape the shooting that actually happened inside the parliament. it went on for an extensive period of time. not that they had the suspect in that video, but if anyone else did, either at the parliament or at the war memorial, then they are asking -- authorities are asking people to e-mail that to them or call the phone number that i have just listed before. or just simply call 911. as well, the whole entire center city of ottawa at least in and around the parliament area is still on lockdown right now. the shoot esh accident in fact, originally got out of a car, and

then probably was on foot and went to the national parliament there nearby. they are telling people to still stay inside. it's under complete lockdown. here once again is a video that happened inside the parliament. >> now we are going to the next speaker who will once again begin speaking in english. >> canadian armed forces member was shot by an aun known at the national war memorial today. the identity cannot be released for private si reasons. our thoughts are with the member and the member's family at this time. we are working closely with our law enforcement partners in response to this ongoing situation. as a precautionary measure and until such time as the situation is considered under control, military and civilian personnel are being told to remain in their buildings until further

loose? >> we're still investigating the active operation. we're in the process right now with the rcmp in clearing and securing parliament hill. we're asking communities to continue to be aware, to be vigilant and to report any suspicious activity that they deem serious that could impact their safety. call 911 or to phone or e-mail us with any information that will assist in the investigation. also in general terms, we've been asking the community to remain vigilant over potential acts that we've seen overseas and in other countries. that is something that we've always asked canadians to be aware of and to be constantly vigilant and to report any suspicious activity that may identify any individual that may want to cause harm to fellow canadians. >> we're still in the process of an active operation right now. we're treating this very seriously with the rcmp in

advisory to say that someone could be armed and dangerous in a community? is that not what the scenario is? is that not the reality? >> well, we've advised as we met the public to be able to stay in the downtown core. we set up a perimeter that prohibits individuals from going on to parliament hill and as an ongoing operation with the rcmp and our auto police service to clear parliament hill to make sure that is safe for everybody. >> go ahead. >> right now on parliament hill and you make -- is that correct? >> that's correct. >>.

>> police asking residents to stay clear of the downtown area. also, the gunman, they also confirmed that the gunman had been killed as well. can you help me nabbed when you can charge people for having radical thoughts. >> currently the answer is you can't, but clearly we need to chart new territory here, gretchen, because typically thoughts are not crimes no matter how evil they are. you need something more to charge a person. committee we need to expand the currently state of the law, perhaps as it pertains to terrorism. in other words, if you are on facebook and you are ranting about terrorism, if you communicate in any way either directly or indirectly with anyone associated with a terrorist group, you should be subject to arrest for that, but that's going to require an exception to the state of the law as we currently know it. >> on twitter right now people were saying to me after we had trace gallagher's report about

this other gentleman who was radicalized a few days ago who tried to mow down two soldiers police were trying to redee radicalize him. is it a condone drum for authorities in 2014 with terroristic thoughts versus actio actions. >> it's exactly a conundrum. i may get hate mail for this, but the law allows us sometimes to shoot first and ask questions later. in other words, make the arrest, get the person behind bars, then try to make your case. we're allowed to do that. we are allowed to do that to a certain point. if we then can't make a case, you have to let a person go. with the threat we live under, we've already -- in this instance it might be justified if we take it to the next step.

>> no doubt this topic very much debatable. >> now back to the chaotic skeeb inside canada's parliament. watch this amazing video unfold. sdmru hear the gunshot booming. that is in parliament where that unfoaled earlier today. police are now conducting a massive sweep of the area. still, in search of possibly another gunman following several shooting indents that happen in and around canada's parliament earlier today. anthony fury is a columnist and commentator for the sun news net woshlg, and he is my guest right now. you've had experience in ottawa, correct? >> that's correct, gretchen. i'm familiar with all of these facilities. i used to spend time there as a reporter and commentator. >> so what would you make of the

security situation as it was before these events happened today and what may happen now? >> what's interesting is any canadian and visit or can go on the lawn of the parliament building right up to the doors. when we hear that the suspect did a shooting at the war memorial and then moved to the doors of the parliament building, he would have had free reign had they not suspected him of doing shootings. getting into the building is, of course, a lot tougher. generally you need a pass. if are you in the media, you have a pass. you can just get in. members of parliament can walk right in, and then visitors go through a security checkpoint. what you are seeing right there in the video, though, is not that far from the main door. yet, very close to the action in this video, are caucus chambers where mp's, cabinet ministers, and, yes, the prime minister will be having a meeting. there's not many had meters to cover from the entrance of the door to going and assessing members of parliament. >> it's our understanding that wednesday was typically a busy

day. members of parliament were there, including the prime minister. >> exactly. this is caucus day. sflo givening all the news we have of going abroad or shown an interest in going abroad to join p with radical elements. they were likely talking about this very idea in caucus today zoosh very interesting. now, how does this relate back to the 2006 terrorism case? referring to the plotting of a series of attacks against canada. apparently to detonate truck bombs in downtown toronto and storm parliament hill. we're looking at the video now back from 2006. is it 2006 or 2008? 2006. anthony, what do you make of that? any connection? >> i'm glad you bring that up. in the toronto area as you said, not just storm the parliament, but behead the prime minister.

they're seen to be al qaeda sympathetic group itself in toronto. that spot was entirely foiled by law enforcement. we heard stories of them having training areas, and it did seem rather amateur and mickey mouse. people downplayed it a little bit, but clearly what you are seeing here is back then we had a large amount of al qaeda sympathy and now we have isis sympathy. very similar situation. clearly it was wrong for people to let their guard down sfwloosh what if the perception inside canada with regard to the security measures that the united states has in place, regarding possible terrorist threats? >> well, i mean, i think in many regards canada and the united states try to be as compatible as possible. we have compatibility issues in terms of how we communicate with each other and our intelligence agencies, but at the same time and to go back to what your previous guest was saying, it is

difficult for us to essentially arrest people who we predict are going to be doing acts like this. they had met with him and spoken with him. just week before the attack, he said i'm not a radical anymore. it's okay. you guys have changed me around. they let their guard down. they did revoke his passport, though, and that is an appropriate measure to stop him from going abroad. clearly, he still had the mensrea to commit, and he did here. >> maybe that's what stoked his anger as well. we don't know that. we're not sure. anthony, thank you so much for your insight, sir. >> canada's parliament hill under attack as police confirm multiple shootings in at least two locations around the city. we will have the lest from the ground and how the white house now is responding. josh is just wrapping up the press briefing, so ed henley are join us on the other side of the break. >> i heard a bunch of pops.

more. ed, does the white house believe that this was a terrorist attack in canada? >> gretchen, they are being very careful not to make a judgment. remember, they were burned after the benghazi terror attack after the white house for days sort of downplayed the idea that it was a terror attack and said other things. this time they're being very careful. >> interesting that the fbi has put out bulletins suggesting they've got to be on a higher threat posture, at least. be prepared because of, you know, sort of an increased chatter among isis, these terrorists, and the potential that they could be involved. not that they are, but that they could be. something i pressed josh ernest about. listen. >> you talk about how concerned the president may be about how the campaign against isis may be turned around where isis may be trying to wage war, not just against us, about the against our allies. i can say the general manner a couple of things. the first is the united states for quite some time now has been

situation that unfolded in ottawa today joining me on the phone is a member of the canadian parliament, john mckay inside the building when all of this went down. honorable mckay, it's great to have you. thank you so much. >> thank you. >> if you can, go back a couple hours for us now and tell me what happened inside that building? >> well, wednesday morning is caucus morning and i was going into my caucus room when i heard these pop pop pop. we have a lot of construction going on parliament hill. i paid no attention to it. i thought it was construction. but i was quickly disabused of that when security people came running down the hall and ushered us out the back door quite quickly. i went out. i actually asked questions. get out. so we're all standing out there wondering what is going on when one of the construction guys said, probably if there's shooters inside it would be better if we stand behind one of the monuments at least. we huddled behind this monument

and we started talking and one woman was crying and another one was crouched down with her baby behind the monument and another woman who apparently was in the library of parliament saw the -- saw what she believed to be the shooter through stain glass windows and for those of you who are not familiar with the halls of parliament we have what's called the haul of honor and at the end of hall of honor is the library of parliament. this fellow was apparently standing outside the library of parliament and either side of the hall of honor is the government caucus meeting that was going on and the opposition caucus meeting which was going on. >> okay. >> and so this -- those who know the real estate if you will, this is a very dramatic matter because this was in -- could have been quite something. >> right. >> and then we were ushered off the hill. >> it's my understanding that the reports say that kevin vickers who had been part of the

police department there for many, many years, that he may have been the one who shot this suspect. do you know kevin vickers? >> i know kevin quite well. we've always been big fans of kevin. he's -- he's just a tremendous person. and a man of immense courage. he actually worked prior to taking on this job and i know where his office is. and if media reports are correct and if what this woman was telling is correct, his office was maybe 20 feet away from where the person was actually shot. >> okay. if you can hear in your ear we are replaying the video insides the parliament of the actual shooting taking place and you can hear the gunshots booming inside the hall there. the honorable john mckay. i'm up against a hard break. so sorry. thank you so much for your eyewitness account of what happened when you were inside the parliament in ottawa,
